"The Eugene tower hours of operation are shown as fourteen Z. to zero eight Z.
To convert to local standard time eight hours are subtracted.
Eight hours subtracted from fourteen Z is zero six local time,
and eight hours subtracted from zero eight Z. is zero zero or midnight local time.
During periods of standard time, the hours of operation of Eugene tower
are zero six to zero zero local which is 6 am to midnight local standard time."
